The incumbent will carry out the negotiation and purchase of goods and services according to requester applications. He will also make sure that the supply is made according to established standards and procedures. Finally, he will be responsible for all agreements with suppliers, and for managing major acquisitions.


  • Deal with tenders and requests for proposals according to established procedures
  • Ensure the management of the various applications received from requesters
  • Carry out orders in compliance with the level of authority of requesters
  • Ensure the follow-up of orders according to established procedures
  • Ensure that suppliers and subcontractors comply with purchasing procedures and that the latter are appropriate
  • Communicate with suppliers to resolve issues
  • Search for suppliers, assess their potential, negotiate agreements and ensure their follow-up
  • Negotiate the price of goods and services according to the technical specifications requested by the requesters
  • Prepare and negotiate claims
  • Keep abreast of general market conditions and price trends that may significantly affect supply management
  • Deal with files related to the purchase of registered equipment and major acquisitions
  • Perform research and monitoring
  • Participate in planning meetings with other departments
  • Ensure compliance with Ocean’s procurement policy
  • Ensure effective and constant communication with all of his colleagues to create a safe and responsible environment at all supply levels



  • Have a bachelor degree in administration and SCMA training (any other relevant training or work experience may be considered)
  • Have a minimum of 5 years of relevant professional experience in purchasing and procurement
  • Have skills and experience in negotiating with suppliers
  • Be familiar with the management and monitoring of agreements with suppliers
  • Have extensive knowledge of the business aspects of agreements
  • Able to deal with unforeseen events and manage priorities
  • Able to organize his work and ensure effective monitoring of ongoing applications
  • Able to display his team spirit and sense of customer service
  • Bilingual in French and English, both oral and written
  • Have intermediate knowledge of Office Suite software
  • Have experience using purchase and inventory software as part of his work
  • Knowledge in the marine field will be considered an asset
